    Brief

    National Highways is seeking a qualified supplier through the SPaTS 3 framework to continue developing Lead Safety Indicators (LSIs) for the Strategic Road Network. This project involves re-validating and verifying recommended safety indicators to support the 2024-25 delivery plan and meet Department for Transport expectations. Currently, National Highways relies primarily on lagging indicators (such as casualty statistics) that measure safety performance after incidents occur, creating significant reporting delays. LSIs are proactive measures that monitor preventative activities and safety control factors to identify risks before they result in collisions or casualties. While National Highways has an existing lead indicator (iRAP star ratings), surveys occur only once every five years. This project will develop additional lead indicators that provide more frequent and timely safety performance data, enabling quicker intervention decisions and improved road safety outcomes on the Strategic Road Network. The successful supplier will validate proposed indicators and verify their effectiveness in supporting the organisation's safety objectives during the Roads Investment Strategy 3 period.
