Employability Services - Flexible Framework Service Provider Appointment (Phase 4)

The Council is seeking to appoint multiple service providers to deliver employability services through a flexible Procured Service Arrangement (PSA). This is a bespoke framework open to all Council services, not limited to employability alone. The procurement will follow the 'light touch' procedure under the Public Contracts (Scotland) Regulations 2015, ensuring transparent, fair, and non-discriminatory selection while maintaining flexibility. Key features include: no limit on the number of providers appointed; applications evaluated in phases with regular intake windows; the framework remains open throughout its lifetime to add new providers; and applicants are assessed based on their phase closing date. This arrangement is ideal for providers seeking medium to long-term service delivery contracts with the Council.
