Learning Management System for Ireland's Technological University

Technological Universities Ireland (TII) is seeking an IT services provider to supply and implement a Learning Management System (LMS) platform for delivering online training and educational content to staff and users. The solution must support course creation and management, including the ability to set up online training courses, upload multimedia content (video and audio in multiple formats), and integrate SCORM and other learning delivery formats. The system must include assessment capabilities such as quiz creation with response tracking, automated certificate generation for course completion, and comprehensive reporting and analytics on course completions by department or line manager. The platform must integrate seamlessly with TII's existing Microsoft infrastructure, specifically supporting single sign-on via Microsoft Active Directory authentication and the ability to import user data and group memberships from Azure AD. Additional required capabilities include batch email invitations for course enrollment, the ability to assign mandatory training based on user behavior, and full data portability allowing TII to download all modules, courses, reports, and data upon contract completion. Suppliers should have demonstrated expertise in enterprise LMS deployment, Microsoft ecosystem integration, and user management at scale.
