    Brief

    Westminster City Council is seeking suppliers to deliver Housing First support services through two separate contracts (Lots). Lot 1 will provide generic mixed-gender Housing First support for up to 48 service users, while Lot 2 will deliver specialist support for up to 36 women affected by Violence Against Women and Girls (VAWG). Housing First is an established homelessness intervention model that prioritises providing permanent housing with intensive wraparound support to help service users retain tenancies and achieve independence. The service will commence on 1 June 2026 with an initial 3-year contract period, extendable for up to 3 additional years (in 1+1+1 year increments) to 31 May 2032. The contract is strategically aligned with Westminster City Council's Homelessness and Rough Sleeping Strategy 2024 and aims to prevent homelessness, support recovery, and transform lives through tailored, outcomes-driven approaches. The service model uses intensive floating support rather than residential provision. During the contract period, services may be scaled up to support an additional 10-14 service users if new tenancies or funding become available, subject to council discretion and governance procedures. This is an ideal opportunity for experienced providers with expertise in supporting vulnerable populations and delivering Housing First interventions.
