Video Redaction System Contract - Sussex and Surrey Police

The Police and Crime Commissioners for Sussex and Surrey are awarding a contract for an automated video redaction solution to support law enforcement operations. The successful supplier will provide a cloud-based platform capable of redacting sensitive information from video and audio content, including faces, logos, vehicle registration numbers, and other user-identified features. Key capabilities required include: automated and manual redaction options with real-time tracking, frame-by-frame editing, audio transcription and redaction, zone-based redaction, progressive editing across multiple sessions, role-based access controls, and support for multiple media formats (MP4, AVI, etc.) compatible with the NICE Investigate platform. The system must handle video with and without audio, support reverse redaction and amendment of redactions during review stages, and enable case folder management for collating digital evidence. The procurement followed a three-stage competitive flexible procedure: stage one evaluated supplier self-assessments and quality responses; stage two involved live demonstrations and pricing evaluation; stage three included technical testing. The contract has been awarded to the second-ranked supplier after the highest-scoring supplier's solution failed to meet tender requirements during testing.
