Brief
Chigwell Parish Council is inviting tenders from experienced contractors for a design and build project to refurbish and improve the Community Hub and Victory Hall in Chigwell, Essex. The project is jointly funded by the UK Shared Prosperity Fund and Chigwell Parish Council with a budget of up to £100,000 excluding VAT.
The successful contractor will manage the complete project lifecycle including detailed design development, specialist coordination, construction, commissioning, certification, and handover.
Key scope areas include:
- Accessibility improvements to both buildings
- Installation of accessible community kitchens
- Creation and enhancement of community spaces and facilities
- Security and storage improvements
- Infrastructure upgrades (lighting, heating, ventilation, power, data)
- Fire safety and accessibility compliance upgrades
- Internal reconfiguration to improve functionality
- Associated building, mechanical and electrical works
The Community Hub will become a modern, accessible facility supporting community services, volunteering, training, and wellbeing initiatives. Victory Hall improvements will enhance accessibility, restore kitchen facilities, and support increased community use and hire opportunities.
Tenderers must demonstrate relevant experience in refurbishment, conversion or community facility projects. Proposals must include a fixed price, programme, methodology and outline design solution. Contract type is anticipated to be JCT Design and Build or equivalent. Site visits are strongly recommended and can be arranged by appointment. Tender deadline: 14 August 2026.
