Fulfilment Partner for Surge and Pandemic Response Services

The UK Health Security Agency (UKHSA) is seeking a fulfilment partner to support surge and pandemic response activities. This pre-market engagement exercise invites suppliers to provide feedback on UKHSA's proposed specification, contract terms, and tender evaluation approach. The fulfilment service will operate in two modes: 1. Cold State (routine operations): Low-volume capability supporting business-as-usual activities, such as delivering test kits to care homes and other settings during normal circumstances. 2. Hot State (surge/pandemic response): Rapid scaling to handle hundreds of thousands of dispatches daily during declared incidents, while maintaining full regulatory compliance, data integrity, security controls, and service quality. Key responsibilities include: - Outbound delivery of test kits to end users or organisational endpoints (homes, care settings, etc.) - Arranging return logistics for completed test kits to UKHSA-designated laboratories (samples do not return to the supplier) - Supporting the UK's 100 Days Mission to deploy diagnostics within 100 days of identifying a new pandemic threat - Enhancing resilience and flexibility across UKHSA's pandemic preparedness strategy The procurement will be conducted through the GCA RM6354 Courier, Distribution, Storage and Specialist Solutions Framework Lot 2b (Kitting, Fulfilment and Asset Management). The indicative contract value reflects cold-state operations only; hot-state value will be significantly higher. This is an exploratory engagement and does not constitute a commitment to procure.
