    Brief

    Hampshire County Council's Children Services Directorate is seeking independent fostering agencies (IFAs) to support looked after children through a new light touch framework established under the Procurement Act 2023. This framework will commission a range of fostering services including: standard foster placements with respite options, parent and child foster placements, placements for children with complex or challenging behaviours, placements for children with disabilities or complex healthcare needs, and support for separated children. The framework is flexible and can accommodate additional fostering requirements that emerge during the contract term. The Council will conduct call-off competitions to identify which suppliers can meet specific fostering needs before placing individual children. The framework will initially remain open as specified, then reopen in January 2026 for the remainder of the initial term. Providers may add additional registered branches or offices during the contract by updating their framework questionnaire. Priority is given to securing Hampshire-based placements for Hampshire children and young people, ensuring continuity of education, training, family contact, and existing support networks.
