Internal Audit Services for Two North Wales Housing Associations

Adra and Grŵp Cynefin, two separate charitable housing associations in north Wales, are seeking to understand market interest in providing internal audit services. This is an early engagement opportunity to help both organizations determine whether to pursue a joint or separate procurement process. Adra operates over 7,500 homes and requires approximately 40 days per year of internal audit services covering governance, service delivery, financial risks, and internal controls. Grŵp Cynefin manages approximately 5,000 homes across six counties in north Wales and north Powys and requires approximately 68 days per year of internal audit services covering governance, risk management, financial and operational controls, regulatory compliance, and service delivery. Both organizations seek qualified and experienced providers to deliver independent, objective audit services including strategy development, risk-based audit plans, individual audits with timely reporting, recommendation follow-up, annual assurance opinions, and attendance at relevant board and committee meetings. Most work can be completed remotely, though occasional in-person attendance at offices and meetings throughout north Wales will be required. If a joint procurement proceeds, each housing association will enter into a separate contract with the selected provider. This is a market engagement exercise with no commitment to proceed, no costs reimbursed, and responses will not affect future bidding eligibility. Expressions of interest are due by 21 September 2026, with an anticipated tender publication by end of September 2026 for contract effectiveness from 1 April 2027.
