Wood Waste Processing and Disposal Services

Kent County Council (KCC) is seeking a waste processing service provider to manage approximately 25,000 tonnes per annum of wood waste collected from Household Waste Recycling Centres (HWRCs). The new contract will commence on 15th November 2026 and run for an initial 5-year term with an optional 2-year extension based on performance. Required Capabilities: The successful provider must operate a permitted waste processing facility with capacity to handle at least 25,000 tonnes annually, accounting for seasonal and future fluctuations. A key requirement is an automated electronic weighbridge system for accurate material tracking and reporting to KCC. Operational Standards: Providers must implement waste hierarchy principles to maximise reuse and recycling while minimising disposal. This includes segregating wood by grade, using recycling processes for higher-grade materials, and pursuing suitable recovery or biomass solutions for lower-grade material. Critically, no wood waste should be sent to landfill. Robustness and Compliance: Providers must maintain robust business continuity and contingency arrangements to ensure uninterrupted service during plant failures or facility disruptions. Where applicable, providers must comply with UK Emissions Trading Scheme (ETS) requirements, including monitoring, reporting, and management of all ETS-related obligations associated with wood waste treatment or recovery. Contract Details: This single-lot contract covers an indicative volume of approximately 25,000 tonnes per annum with no tonnage guarantee. Material will be delivered through KCC's third-party waste transfer providers.
