Building Safety Framework Agreement for Higher Risk Residential Buildings - Portsmouth

Portsmouth City Council is establishing a 4-year framework agreement (with option to extend 2 years) to deliver building safety remediation projects across higher risk residential buildings in the Portsmouth area, with potential expansion to Gosport, Fareham, and Havant as part of the Local Government Review. The framework is estimated at £60m-£120m and will include both high-rise and low-medium rise blocks, with work packages valued between £8m-£30m. The Council intends to appoint 3-4 primary contractors and 2-3 reserve contractors who will work on pipeline packages of 3-5 projects each, covering design, construction, and regulatory compliance activities. Core works include fire stopping, compartmentation walls, fire-rated doors and windows, external wall system installation, emergency lighting, fire alarm systems, sprinkler installation, and ventilation improvements. The procurement process will commence in June 2026 with contractor selection by September 2026. The framework will be underpinned by the Council's Standard Framework Agreement with JCT Pre-Construction Service Agreement and JCT Design & Build 2024 contracts for individual call-offs. Contractors must meet minimum performance KPIs to be awarded further works, and the Council reserves the right to award additional work through mini-competition or direct award based on ranking, continuity, and framework rates. The Millgate House project (valued at £1.5m) will be used as the establishment project and awarded to the highest-ranked contractor, with potential additional packages awarded to the next highest-ranked suppliers within defined scoring parameters. First site mobilisation is anticipated for May 2027.
