Welsh Parliament Business Management System - Market Engagement Survey

The Welsh Parliament (Senedd Cymru) is conducting early-stage market engagement to inform the potential future procurement of a fully bilingual (English and Welsh) business management system. This is an opportunity for interested suppliers to provide input through a voluntary questionnaire that will help shape the procurement strategy. The current Business Management System (SBMS), in use since 2011, is a business-critical platform that manages all Senedd business, corporate meetings, and formal committee meetings. It serves as the central repository for meeting information (agendas, papers, outcomes) and holds historical data dating back to 1999. The system is extensively integrated with the Senedd's digital ecosystem, including the public website and Senedd TV, and provides data to multiple internal and public-facing services via API connections. Beyond meeting management, the current system supports Member Management, Issue Management, and Cross-Party Group Management. Any replacement solution must replicate these existing capabilities while enabling future enhancements. The system must deliver content through multiple channels: private content via intranet and secure extranet, mobile applications (Windows, Android, iOS), system-to-system integration through API endpoints, and public content on branded website pages. The procurement will include supply, implementation, and ongoing support and development. Suppliers must demonstrate the ability to deliver full bilingual parity across all system components, including user interfaces, content, and functionality. Those without existing Welsh and English capability must demonstrate proven multilingual solutions that provide equivalent, robust bilingual support. Participation in this questionnaire is voluntary and does not create any obligation or advantage in future tender processes. Responses will be used for research and planning purposes only to ensure any future procurement approach is well-informed, proportionate, and aligned with best practice.
