Day Opportunities Quality Framework - Community Support Services

Wigan Council seeks providers to deliver person-centred day support services for adults with care and support needs. The Day Opportunities Quality Framework aims to help adults overcome barriers linked to disability, ill-health and social isolation by providing meaningful community-based activities and support. Services should focus on building independence, confidence and practical skills while promoting choice, control and community participation. The framework is structured across three specialist service areas: Lot 1 (Confidence and Community Connections), Lot 2 (Enablement Support and Living Well), and Lot 3 (Specialist Ongoing Care and Support). Provision typically occurs during daytime hours but can extend to evenings and weekends based on individual needs. Effective day opportunities must enable participation in stimulating activities, provide access to education/training/volunteering/employment pathways, develop social connections, reduce isolation, and offer respite care for unpaid carers. Providers should deliver safe, high-quality, strengths-based support that recognises individual aspirations and builds on personal strengths rather than following traditional service models.
