    Brief

The Council seeks resources to develop and implement a commercial delivery strategy for Hallen Marsh. This opportunity builds on a Clean Growth Hub / green industrial park concept study (funded through LIDP, completing March 2025) and will include scoping of site value and disposal options by external property consultant Jones Lang Lasalle (August-October 2025). The delivery strategy will comprise market assessment and technical investigations including topography, soil conditions, ecology and biodiversity surveys, accessibility analysis, and utilities evaluation. These studies will de-risk the site and prepare it for disposal through a delivery partner or joint venture arrangement, ensuring the Council achieves Best Consideration as required by financial and legal obligations. Suppliers should demonstrate expertise in site delivery, market assessment, technical project management, and experience supporting local authorities with commercial property disposal strategies.
