Postal Supply of Nicotine Replacement Therapy and Smoking Cessation Medication in Suffolk

Suffolk County Council is conducting market testing to explore potential procurement of postal delivery services for Nicotine Replacement Therapy (NRT) and smoking cessation prescription medications. The Council aims to reduce smoking prevalence in Suffolk from 10.5% to 5% or below by 2030. This opportunity addresses access barriers to current pharmacy-based services by exploring alternative delivery models. The potential procurement comprises two separate lots: Lot 1 involves supplying a range of NRT products directly to clients via secure postal service following referral from the Council's stop smoking service; Lot 2 involves conducting remote clinical consultations to assess suitability for Varenicline or Cytisine and supplying medication directly to clients. Suppliers may bid for either or both lots. This is a soft market testing exercise (non-evaluative) to understand market capability, delivery models, implementation timescales and costs. The anticipated contract value is approximately £400,000 (£100,000 per annum) for an initial two-year contract with optional two-year extension.
