International Payroll, Tax and Immigration Services Framework Agreement

ESB is seeking a service provider to establish a framework agreement for International Payroll, Tax and Immigration Services. The scope includes: international payroll processing and personal income tax compliance for expatriate and locally hired employees across multiple jurisdictions; foreign and shadow payroll administration; tax advisory services for globally mobile employees; global mobility tracking and reporting; and immigration, visa, and work permit advisory services. The Contracting Entity operates in Ireland, the United Kingdom, Belgium, and Bahrain. This is a two-stage procurement process: Stage 1 requires submission of a Pre-Qualification Questionnaire (PQQ); Stage 2 is a competitive tender. Suppliers should demonstrate expertise in multi-jurisdictional payroll operations, international tax compliance, and global mobility services.
