Care and Support Temporary Workers Agency Framework

Orwell Housing Association Ltd is establishing an Open Framework for supplying temporary Care & Support agency staff across its supported housing and care services in North Essex, Suffolk, Norfolk, and Cambridgeshire. The framework will provide access to qualified care workers, support workers, senior support workers, and waking night staff to meet operational service demands. This is an Open Framework under Section 49 of the Procurement Act 2023 with a maximum duration of 8 years, with periodic reopenings for new suppliers approximately every 2 years. The estimated annual value is £1.7m to £2m, with a total estimated framework value of £16m including VAT. The estimated values represent the entire framework, not individual supplier allocations. This framework creates a flexible and competitive route to market ensuring service continuity, value for money, and quality outcomes for residents and service users.
