    Brief

    The Department for Education is recruiting experienced Children's Social Care Expert Advisers to join Lot 14 of the Educational and Children's Social Care (ECSC) Dynamic Framework. Expert Advisers will work directly for the DfE to support failing local authorities in improving their children's social care services, replacing the previous Commissioner and Adviser model. Key Responsibilities: - Conduct comprehensive diagnostic assessments (approximately 40 days) of children's social care services in struggling local authorities - Collaborate with Children's Social Care Improvement Teams (CIT) and local authorities to develop and implement Central Improvement Plans (CIP) - Drive forward children's social care reforms, including the Enduring Relationships Strategy and Families First Partnership Programme - Hold robust, challenging conversations with local authorities to ensure service improvement - Maintain oversight of improvement plans and report progress to the Department and Ministers - Support system leadership and identify conditions for rapid improvement - Contribute to the wider community of practice by sharing learning and best practice - Work closely with the appointed Lead Expert Adviser to ensure consistency and rigour This is a Dynamic Framework opportunity established under the Public Contract Regulations 2015. Successful suppliers will be awarded a place on the framework; this does not guarantee call-off contracts. The initial tender window opens 16 July 2026 and closes 14 August 2026. Bidders must respond via the Jaggaer eSourcing portal after completing mandatory pre-qualification questions in the overarching ITT.
