Brief

The City is seeking a software provider to deliver a comprehensive utility spend and consumption management platform with integrated invoice validation services. The solution must support the City's Climate Action Strategy goals and Net Zero operations target by 2027 through cost reduction and carbon tracking capabilities. Essential Requirements: 1. Invoice Validation Services: Manage and load all utility invoices (corporate contracts and ad-hoc supplies) into the software system for electricity, gas, district heating/cooling, and water. 2. Customizable Dashboards: Provide accessible, user-configurable dashboards displaying cost, consumption, and carbon metrics at portfolio, site, utility, meter, and fund levels. 3. Consumption Alerts: Generate high consumption notifications for utilities, sites, and meters based on invoice or half-hourly meter data. 4. Account Management: Assign a dedicated account manager with accountability for KPI performance and customer satisfaction. 5. SAP Integration: Deliver validated invoices in file formats compatible with the City's SAP payment system for seamless accounts payable processing. The selected provider will manage the full software and invoice validation service delivery.
