    Brief

The Council is establishing a multi-supplier Highways Framework Agreement to support delivery of highway maintenance, improvement, construction, specialist services, materials supply, plant hire and associated activities. The Framework comprises 11 specialized lots: Road Markings & High Friction Surfacing; Road Restraint Systems; Temporary Traffic Management; Traffic Signals; Multi-Disciplined Services; Carriageway Maintenance; Carriageway and Footway Surface Treatments; Equipment Hire (with/without Operators); Haulage with Driver; Asphalt Supply; and Highways Resource Support. The estimated core Framework value is £72 million over its full term, with potential to increase to £108 million if additional requirements arise from Local Government Reorganisation. This Framework provides a compliant and flexible route to market for both planned and reactive works. Suppliers can be appointed to one or multiple lots. Call-off contracts may be awarded through direct award or further competition and cover work ranging from small-scale reactive maintenance to larger planned schemes and capital improvements. Appointment does not guarantee any minimum value or volume of work, and actual spend may vary between lots based on operational requirements and available funding.
