Cloud-Based Energy Portfolio Management System

The GCA Energy Category seeks a cloud-based energy portfolio management solution to support the aggregation and wholesale purchasing of energy on behalf of public sector customers. The system must manage approximately 1,200 customers, 108,000 power and gas meters, and 80,000 sites across the GCACCS Energy portfolio frameworks. Key requirements include: accurately recording customer portfolio data for gas and power, including site and meter information and assigned trading strategies; enabling nominated energy suppliers to access meter data for their assigned customers; providing customers with self-serve audit capabilities to review portfolios, buying strategies, and request changes or additions; and extracting data via REST API to integrate with existing data infrastructure. This is a 3-month trial period. Upon successful completion, the supplier will be awarded a subsequent contract term subject to further budgetary approval at a future procurement stage. The supplier will be responsible for ongoing management, maintenance, and optimisation of the solution throughout the contract duration. Currently, no system exists to meet these requirements. Bidders must onboard onto the Demand Management & Renewables DPS RM6313 commercial agreement to participate in this procurement.
