    Brief

Liverpool City Region Combined Authority (LCRCA) is seeking to procure a new fleet of buses to support the introduction of franchised bus services in the second tranche covering Liverpool, Sefton and Knowsley, commencing September 2027. The procurement includes double-decker, single-decker and midi-sized buses, with both diesel and electric vehicles required. All vehicles must be delivered by May 2027. This is a Category 1 franchise contract where the successful operator will receive the fleet from LCRCA and be responsible for operating, managing and maintaining the vehicles throughout the franchise term. The franchising scheme represents a shift from the current commercial market model to a public sector-controlled system where routes, frequency, fares and service standards are set by LCRCA. Interested suppliers should be prepared to demonstrate capability in fleet supply, maintenance support and compliance with the franchising requirements.
