Registrant Management System Procurement and Project Delivery Support Services

CORU is seeking a procurement and project delivery consultant to support the implementation of a new Registrant Management System over a 24-month period beginning Q2 2026. The successful supplier will provide up to 112.5 hours per month (1,125 hours annually) of on-site and remote support to the CORU Executive. Key responsibilities include: (1) Market research and supplier identification through comparative analysis of registration systems used by similar Irish and UK regulatory bodies, with recommendations to senior management; (2) Development of technical specifications and all procurement documentation, including publication on the eTenders platform, query management, and evaluation of submitted proposals; (3) Full project management of system development and implementation, including governance oversight, milestone tracking, budget management, and stakeholder communication at executive and Council levels; (4) Planning and execution of data migration activities including mapping, cleansing, validation, and cutover strategies; (5) Translation of business and regulatory requirements into technical specifications, with clear communication of complex technical information to non-technical audiences; and (6) Provision of strategic advice and trusted subject matter expertise throughout the project lifecycle. The consultant will develop in-depth knowledge of CORU's processes and systems, build relationships with internal teams and external vendors, and progressively assume greater responsibility and autonomy as the project progresses. This is a strategic role requiring strong project management, procurement expertise, and stakeholder engagement skills.
