    Brief

    The West Yorkshire Combined Authority is seeking a provider to deliver and develop a domestic abuse perpetrator intervention service across five districts (Bradford, Calderdale, Kirklees, Leeds, and Wakefield). The service uses the CARA (Cautioning and Relationship Abuse) Programme and will support up to 650 perpetrators annually, plus associated victims willing to engage. The programme primarily targets first-time and standard-risk perpetrators receiving conditional cautions, with capacity to work with medium-risk perpetrators on a voluntary basis. The contract runs for a maximum of 7 years with a total budget of £2.1 million. A market engagement event will be held online on 11 August 2026 from 16:00-17:00 via Microsoft Teams.
