Human Resources Information System and Payroll Service for Multi-School Trust

Vanguard Learning Trust is seeking a cloud-based human resources information system (HRIS) and fully managed payroll service provider to support approximately 615 employees across 6 schools and a central Trust team. The successful supplier will deliver a secure, integrated solution that serves as a single source of truth for employee data, reduces administrative burden, ensures full statutory compliance with UK employment, pensions, and HMRC regulations, and provides excellent self-service capabilities for both managers and employees. The solution must include core HR functionality (employee records, absence management, time and expenses tracking, organization structure, and analytics), fully managed payroll and pension administration with third-party submission handling, UK-based data hosting, and GDPR compliance. Desirable but non-essential features include applicant tracking, onboarding, performance management, and case management. Suppliers must submit completed requirements documentation with responses, a commercial proposal, a project plan demonstrating deployment timescales, and a customer support service-level agreement. Shortlisted providers will be required to complete a data protection impact assessment (DPIA).
