Frankwell Bridge: Design and Installation of Step-Free Ramp with Flood Defence System

Shropshire Council and the Environment Agency are seeking market feedback on designing and installing a step-free access ramp and permanent flood defences at Frankwell pedestrian bridge in Shrewsbury. Two options are being considered: Option 1 combines integrated permanent flood defences with glazed panels and a step-free ramp landing on the protected side, while Option 2 adds a step-free ramp over existing steps that lands on the unprotected side of current demountable defences. Work includes foundations, drainage, surfacing, bridge tie-ins, public realm integration, and support with planning approval in a conservation area plus a Flood Risk Activity Permit. Suppliers should identify which option offers the best solution and whether it can be completed before the September 2027 flood season. Feedback sought includes: recommended option and rationale, capability to deliver both options, ability to source and install flood defence barriers, indicative cost band, delivery approach (direct, subcontracted, or supply chain), and identified key risks.
