Citizens Assembly Recruitment and Participant Payment Provider

The Office of the Police & Crime Commissioner for Cheshire seeks a provider to support the recruitment and payment of participants for Citizens Assemblies. These assemblies gather views from a representative sample of the local population on policing issues and inform budget decisions. The provider will be responsible for recruiting up to 35 participants per assembly and processing voucher payments for attendees. The provider will not be required to attend the events themselves. Four scheduled assemblies are anticipated for September 2026, February 2027, September 2027, and February 2028, with potential additional audience-specific sessions (such as young people or those with criminal justice experience) through March 2028, with an optional contract extension to March 2029.
