    Brief

    Birmingham City Council is establishing a Light Touch Open Framework (LTOF) to deliver support worker and navigator services to vulnerable Birmingham residents. The framework will serve individuals facing multiple disadvantages including homelessness, substance misuse, housing instability, trauma, and health challenges, providing person-centred support and advice. The services start 1 April 2026 for an initial 6-year term, with potential extensions of up to 4 additional years. The procurement follows the flexible Procurement Act 2023 procedure and is divided into three lots: Young People aged 16-24 years, Adults Singles & Couples aged 25+ years, and Female Only services aged 18+ years. Organisations can bid for one or more lots, and all suppliers meeting minimum quality standards will be appointed to the framework. The framework allows for periodic reopening to add new lots and services (such as disability support, domestic abuse survivor support, family support, and recovery activities) based on commissioning needs and funding availability. Call-off contracts from the framework can be awarded through either competitive or non-competitive procedures.
