    Brief

    This is a procurement opportunity to provide an integrated 0-19 Healthy Child Programme serving children and young people from birth through age 19 (up to 25 for those with special educational needs and disabilities). The programme will be delivered through a competitive selection process in accordance with The Health Care Services (Provider Selection Regime) Regulations 2023. Eligible providers include NHS organisations, local authorities, public sector bodies, and voluntary, community, social enterprise (VCSE) and independent sector providers. The integrated service must include: Health Visiting services for children aged 0-5; Specialist Public Health School Nursing for children aged 5-19 (up to 25 for SEND); the National Child Measurement Programme (NCMP); and delivery aligned with the Best Start Family Hubs model through Children's Centres. The Council will evaluate proposals based on quality, value, integration, and outcomes. The initial contract will run for five years with an optional two-year extension, subject to satisfactory performance and continued funding availability.
