All proposals must demonstrate how they achieve these outcomes, deliver a fully tested and commissioned development, and provide all necessary approvals, certifications, warranties, operational manuals and staff training for successful handover and ongoing management. The development must meet all statutory requirements, planning obligations and Employer standards whilst minimising whole-life costs and supporting efficient long-term asset management.
