Refugee Lodging and Support Service for Greater Manchester

The Greater Manchester Combined Authority (GMCA) is seeking a service provider to deliver the Safe Transitions - Refugee Lodging Scheme, which helps newly recognised refugees secure safe housing and achieve independence within 42 days of gaining refugee status. The service addresses critical barriers including limited knowledge of UK systems, financial constraints, lack of documentation, and difficulty accessing private rental housing. The commissioned provider will deliver three core functions: (1) Refugee Support - matching refugees with resident landlords and providing wraparound assistance with housing, benefits, employment, education, English language support, healthcare access and community integration; (2) Resident Landlord Recruitment and Support - engaging and supporting participating landlords through guidance, dispute resolution, financial administration and responsive helpline services; (3) Partnership Development - collaborating with local authorities, voluntary organisations, and education providers to strengthen support pathways and long-term housing options. The service reduces homelessness, improves refugee integration and independence, and alleviates pressure on local services across Greater Manchester. Contract value: £77,270 to March 2027, with potential extension to March 2029 (maximum £294,545.87). Estimated start date: 14 September 2026.
