Debt Collection Services for DVLA

The Driver and Vehicle Licensing Agency (DVLA) is seeking market engagement feedback for a future procurement of debt collection services to recover outstanding debts from its statutory functions. The prime contractor must be FCA-regulated and capable of overseeing a panel of subcontracted Debt Collection Agencies (DCAs) to ensure continuity and scalable placement capability across the debt collection lifecycle. Key service requirements include: data enrichment, customer segmentation based on circumstances and ability to pay, continuous improvement processes, management reporting, varied customer contact and engagement strategies, signposting support for vulnerable customers, and resolution of debts or establishment of payment plans tailored to individual circumstances. DVLA currently outsources approximately 60,000-70,000 placements monthly with placement periods up to 18 months (subject to fluctuation). The agency is interested in innovative approaches to debt recovery and customer engagement, and welcomes subcontracting or consortium bids. This engagement follows previous market consultation (notice reference 2026/S 000-044985, CRN-25-10). Suppliers should have demonstrated capacity and capability to manage this large-scale, ongoing managed service requirement.
