Heat Network Billing and Metering Services Supplier

Castles and Coasts Housing Association (CCHA) is seeking a metering and billing supplier to manage heat network services across 12 schemes containing 360 residential units. The supplier should have expertise in heat network regulations compliance, social housing sector knowledge, and customer service experience. CCHA requires the following services: heat network contracts compliant with regulations, energy bills meeting regulatory requirements, vulnerable customer registration, complaint management, regulatory reporting data, payment collection and transfer, debt collection with vulnerable customer provisions, and meter maintenance. Additional services of interest include meter compliance and upgrades, energy procurement support, unmetered property solutions, performance monitoring, efficiency reporting, and future meter installation support. CCHA is conducting pre-market engagement to understand available services, commercial viability, typical contract terms and pricing models, and how suppliers will ensure ongoing compliance as regulations evolve. The successful supplier will need to demonstrate strong collaborative capabilities and provide clear communication channels for data sharing and relationship management.
