    Brief

    The Met Office has developed STF-JULES (Surface Transport Forecasting JULES), an enhanced version of the JULES land-surface model that includes specialized modifications for road and rail surface forecasting. These modifications enable accurate representation of impermeable surfaces, rapid water drainage, and realistic snowmelt behavior—critical for operational transport forecasting applications. The existing STF-JULES capability is based on JULES v5.9 and includes modifications across four key source code routines plus associated configuration files. This opportunity requires migrating all existing STF-JULES developments into the latest supported JULES version while maintaining scientific accuracy and functionality. Suppliers will be responsible for: migrating four modified source code routines; identifying and updating all related namelist, Rose suite, and configuration files; conducting regression testing to validate behavior consistency; preparing a detailed technical comparison report documenting differences and any behavioral changes; and completing the full integration process through to successful merge into the JULES master branch. The project will be considered complete upon successful migration of all science developments, validation through regression testing, delivery of comprehensive technical documentation, and final integration into the main JULIUS codebase through the formal JULES development and review process.
