Bridge Inspection Services - Network Rail Basic Asset Protection Agreement FY2026/27

Network Rail is seeking services for bridge inspections at multiple locations for fiscal year 2026/27 under the Basic Asset Protection Agreement (BAPA) framework. The service provider will work with Surrey County Council (SCC) to deliver comprehensive support including: agreement preparation and facilitation; provision of guidance documents and procedures for works on or adjacent to Network Rail land; assistance with obtaining Network Rail record drawings and service information; attendance at project meetings; technical review of method statements, risk assessments, and health and safety plans; design review to ensure compliance with site constraints and relevant standards; procurement and management of track possessions and isolations; issuance of access and track visitor permits; and provision of qualified safety staff to maintain safe systems of work that may affect the rail network. This opportunity requires expertise in railway asset management, regulatory compliance, and coordination with Network Rail operational requirements.
