Holiday Activities and Food Programme 2026 - Open Framework Procurement

Torbay Council is seeking suppliers to deliver the Holiday Activities and Food Programme (HAF) for 2026, funded by the Department for Education. This is the second framework (Framework 02) under this programme. The programme provides free food and activities to eligible school children during school holiday periods. An estimated 5,451 children and young people in Torbay are eligible for this provision, with anticipated uptake of 20-25% per school holiday. Suppliers must deliver face-to-face provision across all school holidays. This is an open framework procurement where providers can apply to join and deliver services. The framework duration and reopening arrangements are dependent on confirmed funding from the Department for Education. Successful suppliers will play a key role in supporting child welfare and food security during school breaks.
