    Brief

    Tendring District Council is seeking expressions of interest from experienced civil engineering and public realm contractors for the Jaywick Sands Highway and Public Realm Improvement Scheme, part of a £19.8 million Community Regeneration Partnership Programme. Approximately £3.2 million has been allocated for this project. The primary focus is the comprehensive reconstruction and improvement of Brooklands Road, an unadopted road that requires highway resurfacing, drainage improvements, traffic calming measures, pedestrian safety enhancements, and improved connectivity to residential areas, community facilities and the seafront. Secondary works include public realm improvements at Brooklands Gardens, Crossways Park, St Christophers Way Car Park, Garden Road and Beach Bay Walk, incorporating landscaping, play equipment, seating, lighting and biodiversity enhancements. Key considerations include: Brooklands Road is currently unadopted; all sites are in flood-risk areas; ecological constraints and Biodiversity Net Gain requirements apply; approvals from the Environment Agency and other statutory bodies will be required; highway drainage must integrate with existing coastal infrastructure; and works must be phased to minimize disruption to residents and businesses. Tendring District Council particularly welcomes suppliers with proven experience in highway reconstruction in coastal/flood-risk environments, delivery within occupied residential areas, public realm improvements, community engagement, multi-disciplinary civil engineering projects, securing statutory consents, and managing complex stakeholder environments. This preliminary market engagement is designed to test market capacity, gather supplier feedback, and inform the Council's procurement strategy. Participation does not guarantee any advantage in future procurement.
