    Brief

    The UK Government is launching the Crisis and Resilience Fund (CRF), a three-year multiyear grant programme running from 1 April 2026 to 31 March 2029. This fund replaces the Household Support Fund and Discretionary Housing Payments, providing sustained financial support to local authorities across England. The CRF has three core objectives: deliver immediate crisis support to low-income individuals experiencing financial emergencies; build long-term financial resilience through outcomes-based services; and strengthen local support systems through improved coordination and digital solutions. Local authorities must allocate funding across four policy strands: Crisis Payments for emergency financial support; Housing Payments to bridge housing cost shortfalls; Resilience Services to improve financial capability through increased savings, maximised income, enhanced access to advice, and reduced reliance on emergency support; and Prevention Services to reduce material deprivation and debt. Funding can be delivered by local authorities or external providers, with emphasis on measurable outcomes including reduced emergency food parcel usage, decreased crisis payments, and lower levels of priority debt.
