Supply and Loan Service for Community Equipment

West Northamptonshire Council is seeking a supplier to deliver the Integrated Community Equipment Loan Service (ICELS) through an open tender process under the Procurement Act 2023 Light Touch Contracts. The selected supplier will provide timely access to medical and mobility equipment that helps people remain independent at home, avoid hospital admission, and support discharge, rehabilitation, and long-term community care. Key responsibilities include: managing equipment loans for eligible residents and self-funding individuals at agreed rates; conducting assessments and providing installation and aftercare support; developing and maintaining an accessible self-assessment tool and online portal to help people and carers identify their equipment needs; and collaborating with commissioners to refine service delivery. The contract will run for an initial 5-year term commencing 1 April 2027, with options to extend for up to three additional years. This is a critical service that reduces health inequalities and enables safe, independent living within the community.
