Sector Development Framework

The West of England Combined Authority (WECA) is seeking to enhance its understanding of how sector development activities can contribute to the growth of priority sectors in the region. This initiative is crucial for achieving the goals outlined in the West of England Strategic Framework. The authority aims to identify effective strategies, opportunities, and challenges related to sector development that have not yet been addressed. By doing so, WECA will be able to better structure its Economy & Skills Directorate's sector development and investment activities, which will inform a future business case for a redesigned sector development service. WECA is looking to commission experts with proven knowledge of the region's priority sectors and experience in sector development. The goal is to gain insights into how WECA can support significant sector growth and fulfill regional priorities for residents and businesses through a focused sector development service. This project will help in the internal planning of economic development services within the Economy & Skills Directorate. The commissioned work will identify existing and potential support systems and interventions for the growth of priority sectors, regardless of who delivers them. It will also explore how WECA's sector development service can enhance or expedite this support, addressing identified opportunities and barriers. While the approach may vary by sector, the aim is to create a high-level 'sector development blueprint' that outlines impactful, repeatable interventions applicable across various sectors. Potential sector development interventions may include addressing funding gaps, improving commercial infrastructure, enhancing trade and investment, developing supply chains, identifying skills needs, and providing business support. Proposals should be realistic and consider available resources. Best practices from the West of England and other regions, both nationally and internationally, should be referenced. A clear link must be established between support for priority sectors and its impact on economic growth and regional priorities. The work should also identify key challenges in sector development to assist with risk management and planning.
