Accredited MSc Programme in Energy Regulation - Market Engagement

Ofgem is seeking market input on developing an accredited, modular Master's programme in energy regulation. The programme should enable mid-career professionals (primarily from Ofgem, Department of Energy Security and Net Zero, and other public bodies) to access flexible learning pathways, from individual standalone modules through to full MSc certification. The programme must cover six core thematic areas: low carbon market design, regulatory finance and economics, power system dynamics and operation, regulatory policy and systems thinking, secure and intelligent energy systems (cyber/data/AI), and consumer protection in complexity and crisis. Respondents should indicate delivery models, minimum cohort requirements, design fees, pricing structures (including pay-as-you-go options), and feasibility of combining open and restricted modules. The programme should include an applied research or practical project component relevant to learners' business areas and be deliverable through flexible, modular pathways that allow participants to gain certification at multiple levels (PGCert, PGDip, or MSc) or undertake learning only.
