    Brief

    The Local Government Association (LGA) seeks a supplier to design and deliver workshops preparing digital, data and technology leaders in councils undergoing Local Government Reorganisation (LGR) for vesting day and beyond. The workshops will help leaders navigate transition uncertainty, engage with business areas, and embed cyber, digital and data considerations into new unitary council structures. Building on successful previous workshops, the supplier will deliver an inclusive, accessible learning programme combining monthly in-person workshops (September 2026 to April 2027, excluding December) with facilitated action learning sets. The approach should incorporate sector insights, align with the LGR digital and cyber playbook and LGA toolkit, provide practical tools, enable peer learning, and offer Q&A sessions with LGR-experienced practitioners. Participants value safe spaces to explore common challenges around balancing safe transition with transformation, establishing digital foundations, managing supplier and system changes, and defining day 1 technology offerings. The successful supplier must mobilise quickly, contribute to pre- and post-delivery evaluation, share emerging insights throughout the project, and remain responsive to cohort needs.
