Brief
This project involves the restoration and rehabilitation of the Palais des Études at the École nationale supérieure des Beaux-arts, located at the Malaquais site, which is classified as a historical monument. The work will not take place in an occupied site within the Palais des Études, but the Malaquais site will remain operational. The entire Malaquais site is classified as a first-category public establishment (ERP) for activities of types L, N, Y, and S. The contract is divided into two lots: Lot 1 is for a C.S.P.S mission, and Lot 2 is for a technical control mission, as detailed below. The technical control mission includes the following phases: - Preliminary and final project studies (APS and APD); - Project studies (PRO); - Assistance to the contracting authority for the awarding of the work contracts (ACT); - Review and approval of the execution and synthesis studies from the contractors (VISA); - Management of the execution of the work contracts (DET); - Assistance during the acceptance of the works and during the warranty period (AOR and GPA). The C.S.P.S mission is a first-category operation requiring a level I coordinator. The C.S.P.S mission includes the following phases: - Preliminary and final project studies (APS and APD); - Project studies (PRO); - Assistance to the contracting authority for the awarding of the work contracts (ACT); - Review and approval of the execution and synthesis studies from the contractors (VISA); - Management of the execution of the work contracts (DET); - Assistance during the acceptance of the works (AOR). The firm tranche covers the study phase (up to the APD stage of the project management), while the optional tranche covers the end of the study phase (PRO/DCE) and the execution phase of the works until the end of the warranty period. Candidates may submit bids as a group of companies, either jointly or solidarily, in accordance with articles R. 2142-19 to R. 2142-24, R. 2142-26, and R. 2142-27 of the Public Procurement Code. In the case of a joint group, the lead contractor is jointly responsible for the execution of the contract for each member of the group regarding their contractual obligations to the buyer, as per article R. 2142-24 paragraph 2. Candidates are only allowed to submit one application and offer for this contract, either as an individual candidate or as a member of a group, under penalty of rejection of their application.
