Brief
This specification document is an integral part of the procurement documentation for the acquisition of design and execution services, supply and installation of products for the investment project "Construction of Electric Vehicle Charging Stations in Chiscani Commune, Braila County". In this procedure, Chiscani Commune acts as the Contracting Authority and Buyer under the Contract. The project includes the following objectives: 1. Charging Station No. 1 (Town Hall Area): The total area for the station is 1,103.00 m2, with the investment area being 25.00 m2. 2. Charging Station No. 2 (Dispensary Area): The total area for the station is 2,517.00 m2, with the investment area being 77.00 m2. 3. Charging Station No. 3 (Lacu Sărat): The total area for the station is the entire parking area, with the investment area being 77.00 m2. The main investment consists of installing 3 electric vehicle charging stations, each with 2 charging points. Each station will include one DC charging point with a power of 75 kW and one AC charging point with a power of 22 kW. The stations will be located next to the proposed parking area, with 2 designated parking spots clearly marked for electric vehicle charging. The parking spots will be marked in green with appropriate signage as per the Funding Guide. Road surface characteristics include: - A 6 cm thick asphalt wearing course; - A 4 cm thick asphalt binder course; - A 15 cm thick crushed stone layer; - A 20 cm thick ballast foundation layer; - A minimum 10 cm thick ballast formation layer. Rainwater collection and drainage will be managed through roadside ditches. The parking connections will be circular. Geometric elements in plan and spatial arrangement will comply with STAS 863/85 and STAS 10144-3/91 regulations. For traffic safety, road signs and markings will be applied according to current regulations. The pedestrian area will include the arrangement of pedestrian pavements (objectives 2 and 3) and surrounding elements. Suppliers can request clarifications up to 20 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all clarification requests 12 days before the offer submission deadline.
