Augsburg Wastewater Treatment Plant - General Planning for the Construction of a Fourth Treatment Stage

The Augsburg wastewater treatment plant has a capacity of 800,000 population equivalents (PE) and is currently operating at approximately 750,000 PE. A significant portion of the wastewater comes from the UPM paper mill, contributing around 250,000 - 300,000 PE. This inflow includes a considerable amount of inert dissolved COD fraction. The facility consists of a mechanical treatment stage, a biological treatment stage with nutrient elimination, and sludge treatment with anaerobic stabilization and mechanical dewatering. The treated wastewater is discharged into the Lech River. The project "Construction of the Fourth Treatment Stage" aims to establish and operate a large-scale facility for the elimination of anthropogenic trace substances. A feasibility study conducted in spring 2016 (revised in 2024) examined the specifics, process technology, and conditions at the treatment plant for the elimination of anthropogenic trace substances. Various process alternatives were assessed for their feasibility (see feasibility study under procurement documents G_Plan- and Information Documents). The further wastewater treatment was determined as a combination of ozonation and absorption using a GAC filter (granulated activated carbon) (= Planning Alternative 1). The engineering services to be provided by the contractor for the project "Construction of the Fourth Treatment Stage" include the following measures: - Distribution structure including bypass, - Ozonation including oxygen supply, - Intermediate pumping station, - GAC filter, - Machinery and operations building, - Excavation support and water management, - Roads and pathways / outdoor facilities - Medium voltage switchgear including medium voltage cable connection to stations 3.1 and 4.1, as well as retrofitting of circuit breakers for 2 existing stations. The currently favored planning alternative 1 "Ozonation with GAC filter" from the feasibility study will be pursued further, while the two alternative variants will be further investigated during the preliminary planning phase. The currently projected costs for planning alternative 1 "Ozonation with GAC filter" are estimated at approximately €27 million net (Kgr. 200-600, DIN 276). The planned milestones are: - Planning start: early 2026, - Construction completion: June 30, 2031. This tender aims to award the general planning services (Lph. 1-9) consisting of the services of - Object planning for civil engineering (§§ 41 ff. HOAI), - Object planning for outdoor facilities (§§ 38 ff. HOAI), - Structural planning (§§ 49 ff. HOAI), and - Technical equipment, plant groups 1, 3, 4, and 8 (§§ 53 ff. HOAI) for service phases 1-9 according to HOAI (in stages). Initially, service phases 1-3 will be awarded or commissioned in a first commissioning stage. Service phases 4-9 will subsequently be awarded or commissioned in further commissioning stages. There is no legal entitlement to the commissioning of further commissioning stages or a total commissioning.
