Brief
The municipality of Oudsbergen is seeking to develop a new municipal spatial policy plan. This plan will serve as the strategic framework for the spatial development of Oudsbergen in the short, medium, and long term. It will replace the previous municipal spatial structure plans of the former municipalities of Opglabbeek and Meeuwen-Gruitrode and provide an integrated vision for the desired spatial future of the merged municipality. The spatial policy plan will act as a guide for municipal spatial policy until 2050. It will outline the ambitions, principles, and policy choices that Oudsbergen aims to address current challenges such as urbanization, climate change, open space preservation, housing, mobility, and economic development. Special attention will be given to creating a sustainable, climate-neutral, and child-friendly living environment. The assignment includes the complete drafting of the municipal spatial policy plan for Oudsbergen, which encompasses: - a process note detailing the course, consultation moments, and participation process; - a draft note articulating the vision and ambitions of the administration; a strategic vision and at least three developed policy frameworks (housing, open space, and economy); - a strategic environmental assessment (SEA) that will be developed in parallel with the plan and integrated into the process; preparation of the various approval phases (preliminary design, design, final policy plan); - and support for the participation and communication process with residents, advisory councils, higher-level authorities, and other stakeholders. The municipality expects the contractor to carry out this assignment in close collaboration with municipal services and local government. This collaboration should result in a single, well-supported policy document that is content-rich, visually clear, and widely accessible to the public. The final outcome of the assignment will be a formally adopted municipal spatial policy plan for Oudsbergen, approved by the municipal council, which will serve as a guiding policy document for future planning and spatial decisions.
