Brief
Sawbridgeworth Town Council is seeking suppliers to provide services for the Christmas Lighting Scheme for the years 2025 to 2027. Suppliers are invited to submit competitive bids for the following services: 1. PAT testing, installation, maintenance, de-installation, relocation, and storage of the existing lighting scheme, including the 'Tree of Life' as detailed in Appendices 1 and 2. 2. Coordination with the town council to obtain any necessary festive lights license from Hertfordshire County Council. 3. Provision of all required documentation related to legal obligations, including health and safety compliance and risk assessments, as part of the tender process. This includes HERS registration, which is mandatory from HCC. 4. Suggestions for any additional lighting that could enhance the overall scheme. 5. Attendance at the switching-on ceremony to activate all lights and provide maintenance support during the lighting period. 6. Supply and installation of a 15-foot living Christmas tree on Fair Green, including the installation of a temporary underground electricity supply from a lamp column to the tree for low voltage lights. The necessary cabling, timer, and lights will be supplied by Sawbridgeworth Town Council. 7. Supply and installation of a 12-foot Christmas tree (pot provided). Suppliers should contact the Town Clerk or Town Project Manager for any clarifications. The Christmas lights will be switched on during the evening of the last Saturday in November each year, and all installations must be completed and tested by this date, although work may begin earlier based on contractor schedules. In case of any lighting issues during the festive period, contractors must provide a 24-hour call-out service, with an expected response time of 4 hours for emergencies. Tender submissions must demonstrate that the company is both HERS and CFA registered, and guarantee that all engineers are qualified and equipped to work safely. Bids should address all requirement items listed above and be submitted to the Town Clerk in a sealed envelope marked 'Tender for Seasonal Lighting' by 12 noon on Friday, September 16, 2025. Contractors should be familiar with applying for licenses with county authorities and possess all necessary insurance, risk assessments, and method statements.
