Brief
This contract involves comprehensive construction works based on documents provided by the contracting authority, detailed in Annex 4 of the Terms of Reference (SWZ). The overall goal of the project is the restoration, conservation, and expansion of public functions at the Dębno Castle Museum. This includes modernizing the castle's areas designated for cultural (exhibition and educational) and office activities, improving the security standards for collections against threats and damage, and enhancing the attractiveness and accessibility of the offerings for diverse social groups. Specific objectives include the conservation renovation of the Dębno Castle, reconstruction of the guardhouse, demolition of the utility shed, reconstruction of gardens, construction of a grape trellis, and the reconstruction and expansion of external communication. Contractors wishing to participate must attend a site visit, as detailed in point 5.4 of the SWZ. The detailed scope of services, execution methods, and contractor obligations are specified in the following documents: - Annex 4 of the SWZ (Description of the Subject of the Order) - Annex 3 of the SWZ (Draft Contract Provisions). The contractor is obliged to perform the work in accordance with the scope and requirements specified in Annex 4 of the SWZ, applicable regulations and standards, current technical knowledge, and the draft contract provisions, while exercising due diligence. The contracting authority requires a warranty and guarantee period of at least 60 months for the entire subject of the order. Variant offers are not allowed. The contracting authority does not plan to hold a meeting for contractors. According to Article 131(2)(1) of the Public Procurement Law, due to the specificity of the order, the contracting authority informs that contractors wishing to participate must attend a site visit; detailed regulations are in the SWZ. Offers from contractors who do not participate in the site visit will be rejected based on Article 226(1)(18) of the Public Procurement Law. The contracting authority does not require the contractor to check documents necessary for the execution of the order available on-site at the contracting authority. The contracting authority does not foresee the selection of the most advantageous offer using an electronic auction. The contracting authority does not intend to conclude a framework agreement. The contracting authority does not foresee reimbursement of costs in the procedure. The contracting authority does not require or allow the submission of offers in the form of electronic catalogs or the attachment of electronic catalogs to the offer. The contracting authority does not specify additional requirements related to the employment of persons referred to in Article 96(2)(2) of the Public Procurement Law. The contracting authority does not reserve the possibility of applying for the award of the contract solely by contractors referred to in Article 94 of the Public Procurement Law. The contracting authority does not foresee the possibility of awarding contracts referred to in Article 214(1)(7) of the Public Procurement Law. The contractor is bound by the submitted offer from the deadline for submitting offers (inclusive) until March 29, 2026, i.e., 90 days. The contracting authority will require a performance bond of 5% of the gross offer price before concluding the contract.
