Electric Aircraft and Charging Infrastructure for Sustainable Aviation Research

Oulu University of Applied Sciences is seeking suppliers for a fixed-wing electric aircraft that can seat at least two people, along with a compatible charging solution. This procurement aims to support research, development, and training initiatives in sustainable aviation. The aircraft must be capable of operating between regional airports near Oulu and must meet European or Finnish aviation standards, with certification required by the time of delivery. The aircraft should provide sufficient range and reliability for effective use in research and training. Suppliers can propose aircraft that are EASA CS-23 or CS-LSA certified, or ultralight aircraft with specific certifications recognized by Finnish authorities. The tender must include: 1) A two-seater electric aircraft designed for regional flights. 2) A charging solution that can recharge the aircraft's batteries from 20% to a level sufficient for a 45-minute flight in under two hours. Additionally, suppliers may provide information on charging options at other airfields and a detailed description of alternative charging methods for locations without fixed charging infrastructure. This procurement is co-funded by the Council of Oulu Region and the Just Transition Fund.
