Business Systems Refresh Programme - Integrated Housing and Financial Management Platform

Cartrefi Conwy, an independent not-for-profit Registered Social Landlord managing approximately 3,800 homes in Wales, is seeking a comprehensive business systems refresh to modernise its IT infrastructure. Following a strategic review, the organisation requires an integrated commercial off-the-shelf solution covering Housing Management System (HMS), Property Management System (PMS), Asset Management System (AMS), and Financial Management System (FMS). Key objectives include improving resident services through digital self-service capabilities, standardising data and processes, automating workflows, enhancing staff productivity, enabling better compliance and risk management, and supporting asset investment decisions. The solution must feature a modern technical architecture with mobile-first design, superior integration capabilities with Microsoft Office365, minimal customisation requirements, and a consistent user interface across all modules. Cartrefi Conwy seeks a long-term partnership with the successful provider(s) under a 10-year contract with optional annual extensions up to five additional years. The solution should achieve live operation of the first tranche within 12 months of contract signature. Suppliers should note that part solutions will not be accepted, though third-party partnerships are permitted to deliver the complete solution. The contract value reflects a potential 15-year term. Detailed requirements will be specified in the Invitation to Tender (ITT) documents, where ease of use, integration capabilities, and technical architecture will form critical evaluation criteria.
